The Community Development Block Grant (CDBG) is a federally funded entitlement program that provides funding to local and state governments across the country.  In 2002, the Dauphin County program attained urban status - meaning an increase in allocation - totaling approximately $1.5 in aid throughout the county to benefit low-income and disabled residents.  In past years, these funds have been used for new sewer and water lines in townships and boroughs, development of senior centers and much more.

2021 Community Development Block Grant/HOME Program  
The application cycle for the 2021 Community Development Block Grant/HOME Investment Partnership program will run from August 31, 2020 through November 6, 2020 at close of business (4:30p.m.)  Please see below for application.  

All CDBG projects must meet one of the three requirements:

  1. Benefit low-and-moderate income families
  2. Prevent of eliminate slums or blight
  3. Meet other urgent community development needs
 In accordance with the administrative needs outlines in the CDBG Action Plan, as required by the federal funding monitoring and quality assurance process, these guidelines serve to explain the procurement & project delivery process once Sub-recipient Agreements are executed and the municipality is ready to proceed with their project.  Regulations governing the purchase and procurement of goods and services with block grant funds must be followed to assure that:

  1. Procurement transactions are conducted in a manner that provides maximum free and open competition;
  2. National goals (Equal Employment Opportunity, participation of Minority Business Enterprises (MBEs), and Fair Labor Standards) are adhered to throughout the procurement process;
  3. Small, minority-owned businesses, women's business enterprises, and project area firms have an opportunity to bid on CDBG funded projects; and
  4. Unnecessary or duplicate purchases are not made
