Billy the Bottlenose Dauphin was designed in 2003 by a Hershey Intermediate School student; his winning concept for Dauphin County's recycling mascot, bottled up the competition with his creative design.
Matt Wolff won with his Billy the Bottlenose "Dauphin." The play on words along with his creative design earned the fifth grader a $100 savings bond and the chance to see his picture come to life. The county's Solid Waste Management and Recycling Department used state grant money to create the life-sized "Billy" - a giant blue dolphin that you'll see at recycling and other public events.
