Eligible nonprofit organizations are defined by the Pennsylvania Small Games of Chance Act 2 of 2012 as a charitable, religious, fraternal or veterans' organization, club, club licensee, or civic and service association. In order to qualify as an eligible organization for the purposes of this Act, an organization shall have been in existence and fulfilling its purpose for one year prior to the date of application for a license. (Please refer to the Law for a complete definition of eligible organizations.)

The Small Games of Chance Act requires the license to be site specific and must be issued to the organization at its normal business site.

The types of Games that can be played are limited solely to Daily Drawings, Weekly Drawings, Punch Boards, Pull-Tabs, and Raffles. Per the SGC Act, no other types of Games are permitted.

Please note some of the recent changes to the Small Games of Chance Act, effective 03/03/12:

All licensed eligible organizations must maintain a separate bank account holding the proceeds of games of chance, which is separate from other funds belonging to the eligible organization.

Each eligible organization shall submit an annual report to the Pennsylvania Department of Revenue as to the prize awarded and amounts expended for public interest purposes.

Only one (1) license shall be issued per licensed premise which shall be the location indicated on the license application.

Every organization will be required to submit a copy of a criminal records background check from the PA State Police. This requirement will be for the Executive Director or President and Secretary and possibly others within the organization, as required by the Department of Revenue. Applications can be obtained at www.portal.state.pa.us.
