In 2002 Dauphin County Human Services received a grant from the Pennsylvania Department of Public Welfare to bring all child serving systems together to work towards common goals and create more resources for families. This grant created the Family Service System Reform Initiative.

The Human Services Director's Office also has primary oversight of the FSSR initiative and the County Collaborative Board.

The Dauphin County's FSSR Mission is as follows:

"Dauphin County will be a community where children, their parents, families and other adults work with and are supported by an accessible, integrated, collaborative system of family services in their efforts to have safe, healthy families and productive communities."

Efforts to realize this mission is handled through the leadership of the Dauphin County Collaborative Board. The board works with organizations, that commit to working together effectively to accomplish common goals. Organizations and individuals participate in shared decision making and share resources to meet various needs.

In addition to this general leadership, the FSSR Board umbrellas the Communities that Care (CTC) prevention planning system. The CTC helps communities develop an integrated approach to promoting the positive development of children, youth and families while preventing problem behaviors, including substance abuse, delinquency, teen pregnancy, school dropout and violence.

CTC is committed to reducing adolescent problem behaviors by reducing or eliminating risk factors in ways that will promote relational bonding.

FSSR supports and utilizes the Communities that Care process to identify, prioritize and report risk factors within the community. Community organizations are made aware and then able to enhance or develop programs to meet the needs of the communities.

FSSR also sponsors monthly cross-system training sessions. These trainings are held year round. Trainings run from 9:00 AM - 1 PM. Topics include Diversity Training, Stress Management, Exploring Family Strengths, Building Relationships with Families, Measurable Outcomes and more.
