The STATEWIDE ADOPTION NETWORK (SWAN) was initiated in 1992-1993 in order to address the barriers to the timely adoption of children served by County Children and Youth Agencies. SWAN is a network of public and private agencies with a common goal.

A continuum of services are provided and include: Child and Family Profiles, Child Prep, Child Specific Recruitment, Child Placement and Finalization, as well as Post-Permanency Services. Services are provided via affiliate agencies. SWAN sponsors activities geared toward linking available children and waiting families.
