Statewide Adoption Network (SWAN)

The Statewide Adoption and Permanency Network (SWAN) is collective of private and public affiliates, initiated in 1993 in order to address the barriers to timely permanency of children in the County Child Welfare system.
 
A continuum of services is provided by SWAN affiliates to children in out-of-home care. Those services include: child profile, child preparation services, child specific recruitment, family profile, placement, adoption finalization and post-permanency services.
 
Dauphin County also utilizes the SWAN affiliates to assist in Family Finding efforts for children in out-of-home placement.
 
Funding for SWAN services is paid for through DHS once services are completed.
