Randie Yeager, Human Services Director
Randie Yeager is responsible for overseeing and coordinating the human services departments, their initiatives, practices and programs, each department’s policies reflecting the cross-system vision to ensure integration among all service systems. She is committed to ensuring barriers to services are removed, and service gaps are innovatively addressed by maximizing resources. Ms. Yeager welcomes the collaboration and assistance of community organization and members to engage in creating successful outcomes for the individuals and families we serve.
Merle Foust, Personnel Analyst
Mr. Foust serves as the Human Resource Officer for the following Dauphin County departments: The Area Agency on Aging, Children and Youth Services, Mental Health/Intellectual Disabilities, and Drug and Alcohol Services, which are covered by state oversight and an internal Merit-based Hiring system. For these departments, Mr. Foust ensures that all human resource related procedures and actions are in compliance with County policies, funding agency policies, Merit-based Hiring procedures and rules, local, state and federal laws, and the collective bargaining agreement covering the applicable departments. Mr. Foust is active in the interview process for these departments, represents management in labor discussions, and assists in the creation of policies for the Merit-based Hiring system. Mr. Foust also processes all personnel actions for the employees of the above listed departments.
Samuel Priego, Director of Quality Assurance
Sam Priego is a lean practitioner responsible for leading Quality Assurance and Continuous Process Improvement throughout the department. His personal motto is simple: Improve the People, Improve the Process, and Improve the Service. Mr. Priego earned a master’s degree in Public Administration from the California State University, Dominguez Hills.
Fredrick W. Lighty, Esquire Human Services Solicitor

Mr. Lighty assists the County Solicitor as council to county government. He handles all legal issues of the Human Services Director's Office. Additionally; he processes all contracts of the various providers contracted by the Human Services agencies.
Kacey Crown, Assistant
Ms. Crown assists in maintaining day-to-day operations of the Human Services Office. She assists staff of the Human Services Director's Office with a variety of clerical duties, receives concerns, queries and information requests from the public; routes queries and other requests to the proper authority or responds independently to them.
Charles Udit, Coordinator of Data and Fiscal Operations
Mr. Udit handles all financial duties of the Human Services Director's Office. He serves as resource to other Human Services Fiscal Coordinators; collaborates to keep up to date on changes in statutory regulations as well as tracking various categorical funding streams to ensure that necessary fiscal procedures are development. Mr. Udit oversees all Human Services Data Collection Systems.
Jack Wright, Grant Writer and Contract Monitor
Mr. Wright oversees the Human Services Development Fund. He facilitates the annual Providers’ Meeting and distributes the Request for Proposal. Mr. Wright also reviews monthly invoices and assists with contract preparation and monitoring.
He collects and reviews various items related to Family Group Conferences. Mr. Wright tracks their receipt and delivers them to the PA Child Welfare Resource Center. He requests survey forms from county departments and provides reports as needed.
Mr. Wright prepares job postings followed by his collection and review of applications. He determines whether the applicants are qualified for interviews/assessments. Mr. Wright also reviews the departmental scoring of interviews and written assessments and proctors computer-based assessments. In addition, he serves as our liaison with our assessment provider and maintains files on all applicants.
