NOTICE OF PROPOSED SUBSTANTIAL AMENDMENT
Section 239 of the Department of Housing and Urban Development Appropriations Act, 2012 (Appropriations Act) makes available up to $400 million, to remain available until expended, in Community Development Block Grant (CDBG) funds for necessary expenses related to disaster relief, long-term recovery, restoration of infrastructure and housing, and economic revitalization in the most impacted and distressed areas resulting from a major disaster declared pursuant to the Robert T. Stafford Disaster Relief and Emergency Assistance Act of 1974 (42 U.S.C 5121 et seq.).  Through the Community Development Block Grant Disaster Recovery Assistance Program, Dauphin County, Pennsylvania, has received notice of direct allocation of $14,047,833 total, Round One allocation of $6,415,833 and  Round Two $7,632,000.  Through the development of the program a "substantial change" to Dauphin County's Community Development Block Grant Disaster Recover Assistance:  Action Plan is required in order to re-allocate the monies.
 
The public is invited to comment on the proposed Substantial Amendment for CDBG-Disaster Recovery funding.  The Substantial Amendment will be on public display from April 5, 2016 to May 6, 2016 at the DCED office, 112 Market Street, 7th Floor, Harrisburg, PA  17101.  Written comments should be addressed to George Connor, Dauphin County Office of Community & Economic Development, 112 Market Street, 7th Floor, Harrisburg, PA  17101 and will be accepted until May 6, 2016.  A listing of the reallocated funds can be requested from the above office in person or by  phone 717-780-6250.  A public hearing to discuss the substantial amendment will be held at the DCED office, 112 Market Street, 7th Floor, Harrisburg, PA  17101 on May 6, 2016 at 10:00 a.m.

​Through the Community Development Block Grant Disaster Recovery (CDBG-DR) Assistance Program, Dauphin County, Pennsylvania, has received notice of a direct allocation of $6,415,833 to address impacts related to the federally declared disasters that occurred in the summer of 2011.  In accordance with Department of Housing and Urban Development (HUD) requirements, a Disaster Recovery Action Plan was put in place by Dauphin County and was amended as a result of the competitive application process.

 

In accordance with the administrative needs outlines in the CDBG Action Plan, as required by the federal funding monitoring and quality assurance process, these guidelines serve to explain the procurement & project delivery process once Sub-recipient Agreements are executed and the municipality is ready to proceed with their project.  Regulations governing the purchase and procurement of goods and services with block grant funds must be followed to assure that:
  1. Procurement transactions are conducted in a manner that provides maximum free and open competition;
  2. National goals (Equal Employment Opportunity, participation of Minority Business Enterprises (MBEs), and Fair Labor Standards) are adhered to throughout the procurement process;
  3. Small, minority-owned businesses, women's business enterprises, and project area firms have an opportunity to bid on CDBG funded projects; and
  4. Unnecessary or duplicate purchases are not made
