 February 01, 2017 - More than 100 residents helped by Dauphin County’s First-Time Homebuyers Program in 2016

HARRISBURG, PA (February 1, 2017) – Dauphin County’s First-Time Homebuyers Program helped 105 residents realize their dream of owning a home in 2016 – an 18 percent increase from the previous year, the county commissioners announced today.

“Homeownership promotes stable communities by giving people a real stake in their neighborhood,’’ said board Chairman Jeff Haste. “Many families can afford a monthly mortgage, but saving enough for closing costs may be tough, which is why our First-Time Homebuyer Program is so important.’’

Dauphin County’s First-Time Homebuyer Program provides up to a $3,000 loan to assist qualified buyers with either the purchase price or closing costs. Funding for the program is primarily through a $13 Affordable Housing fee added to all mortgages and deeds recorded in the county. When a home is sold or refinanced the loan is recouped– in 2016, sales resulted in $131,158 being repaid for use helping new buyers.

“Mortgage rates are still low, and in some cases, a monthly house payment may be less than rent,’’ said Commissioner Mike Pries. “By helping hard-working residents buy a home and start building up equity, we’re also assisting them in taking the first steps toward financial security.’’

As the housing market continues to rebound nationwide,  the county continues to see more first-time buyers seeking help through the program. In January, the program had nine closings compared to seven from the same period last year. 

From 2010 to 2016, the program has helped 642 county residents buy their first home, including 129 in Harrisburg. 

Commissioner George P. Hartwick, III said promoting home ownership is one of the best ways the county can help keep neighborhoods strong and blight-free. 

“For most of us, there’s a certain pride when we can buy our own home, and that pride extends to looking after our surrounding community,’’ Hartwick said. “This board is committed to helping our residents, and our First-Time Homebuyer’s Program is one way we are living up that commitment.’’

In addition to first-time buyers, the program is available for those who have not owned a home in the last three years. Participants are required to meet income-eligibility guidelines and the home must be their primary residence.
