This document outlines the strategic framework for the County technology community and decision makers. It addresses the goals of the IT department, the major projects involved in achieving these goals, and how resources will be allocated.

IT Initiatives

 
The Department of Information Technology plays a vital role in delivering County government services by providing the technical support needed for each County department to achieve its goals. Below are current initiatives that best outline the achievements of IT in collaboration with various County departments.
 
Citizen Engagement
 
Dauphin County CRIMEWATCH Network
Information Technology worked in collaboration with the District Attorney’s Office to create this resource for criminal justice and public safety news. The CRIMEWATCH website disseminates timely information on criminal activity, such as offender information and new drugs, to the community to increase public awareness. It also encourages submission of online tips to enable arrests, with the goal of empowering individuals, families and organizations to keep their communities safe in conjunction with local law enforcement.

Parks & Recreation/Community Events
Dauphin County is a host to diverse natural, historic and cultural resources, and the County’s Parks & Recreation Department provides people of all ages the opportunity to learn about and enjoy our community. Numerous events and festivals are held for the benefit of county constituents throughout the year. To spread awareness of these events, the Parks & Recreation Department promotes them on their website and various social media platforms made possible by the IT department.

Policy
 
Criminal Justice Advisory Board
The Dauphin County Criminal Justice Advisory Board (CJAB) consists of stakeholders committed to revising, refining and renewing the county’s approach to criminal offenders and victims of crime. CJAB’s mission is to enhance the criminal justice system and public safety through a collaborative, targeted approach, prioritizing the support of evidence-based practices and innovation strategies while maintaining fiscal responsibility and maximizing outside resources. A key component of the CJAB’s mission to better the County’s justice system is the streamlining of criminal just-related records management systems and technology solutions. In 2014, IT worked with the Courts to implement a new, more efficient records management system to contribute to the continual evolution of the County Criminal Justice System. The IT department will continue to be a valued partner in CJAB’s mission.
 
 
Community & Economic Development/Local Share Gaming
The Pennsylvania Race Horse Development and Gaming Act, as amended, established a coordinated system for ensuring that local governments receive a share of the revenues generated by gaming. This “Local Share” system was designed for the purpose of distributing approximately 4% of gross terminal slot machine revenues of certain licensed gaming facilities in an orderly and timely fashion to support and enhance community and economic well-being.
 
Program guidelines define eligible uses of these funds. Infrastructure improvements, emergency services, and health and public safety expenses are examples of permitted uses. New shared municipal opportunities exist via this policy and funding source that can create operational improvements and efficiencies.

Operations
 
Business Intelligence – GIS
Dauphin County is located in a flood prone region due to its proximity due to the Susquehanna River and its many tributaries.  This leaves the County with the responsibility of identifying potential risks, performing damage assessment in the event of a flood, and creating a Hazard Mitigation Plan. The Geographic Information Systems group, located within IT, provides mapping and analysis support for those functions through applications like the flood damage map created in September 2011 after Tropical Storm Lee. This map, which is available to public, allows users to view properties that had been damaged during the event and also to view flood zones in order for property owners to determine if they are in a high-risk area.
 
GIS also provided mapping resources for development and amendment of the Biggert-Waters Flood Insurance Reform Act, which removed subsidies from federal flood insurance.

Shared Services/Unified Case Management
The IT department collaborated with the Court System to implement a Unified Case Management System (UCM), which tracks core offender information through the entire criminal justice system, reducing individual silo case management systems as well as eliminating redundant data entry and information duplicates. Using Microsoft Dynamics CRM, the UCM platform offers a customizable interface and easy deployment, which allows for integration of many enhancement to the criminal justice system. The CJ-UCM system has become a unified solution for counties to manage their jail, adult probation and district attorney caseload.

Technology and Data
 
Cyber Security Awareness and Incident Management
Cyber security awareness and preparedness is of paramount importance to Dauphin County, so IT is constantly focused on improving policies and procedures in order to be more aware and prepared in any situation. The IT department has detailed an “Incident Response Plan,” defining roles and responsibilities in the event of a security incident. In 2014, Dauphin County joined the Multi-State Information Sharing and Analysis Center, a recognition of our raised levels of readiness and response.
 
Mobility/County-WIFI Network
Dauphin County IT has successfully implemented a county-wide wireless system to provide WIFI to all County offices and campuses. The network is a single system that is tailored separately by each County department to meet their unique needs. The system was developed in-house, resulting in easy management with little to no downtime. With future growth in mind, the County-WIFI Network system was created with the capability of servicing increased volumes of users and devices without the need for large upgrades. With a reduction in the need for office space and traditional hardware devices, like hardwired telephones, the County can save costs while increasing productivity and service.
 
Disaster Recovery
 
Virtualization 2.0
Dauphin County provides critical services to agencies and citizens. In the event of an emergency, whether a natural disaster or man-made disaster, the County cannot afford to halt activities. It is the duty of the information technology department to ensure protection and provision of access to critical technical infrastructures and resources. As part of our disaster recovery plan, Dauphin County maintains two separate data centers that act as a backup and recovery site for each other. These data centers are connected via a high-speed communications link with redundant backup circuits. The County also uses VMware virtualization software and vCenter Site Recovery Manager, which provides automated testing of centralized recovery plans, as well as HP 3PAR Storage Arrays and Remote Copy Software, which replicates data bi-directionally on an almost real-time basis.
 
Security
 
Video Surveillance
Physical security of governmental assets and resources is a very necessary service of operations, and video surveillance is the fastest growing segment of that security system. Dauphin County IT deployed effective video surveillance systems into an integrated management platform that allows for secured enterprise access into different areas of the operation. Furthermore, in collaboration with the City of Harrisburg, the IT department has delivered a cost-efficient and effective municipal video security system to provide assistance for local law enforcement.

Energy conservation has become a topic of concern for most individuals and companies. At Dauphin County, we have always taken a responsible and proactive approach to resource management. Not only do we conserve resources; we also to plan in order to continue this policy of conservation for the foreseeable future.
