    CALL TO ORDER

    Mr. Haste, Chairman of the Board, called the meeting to order at 10:00 a.m. I'm sorry for the delay this morning. We were all at our National conference yesterday. I at least firsthand learned the inefficiency of our airline industry this year. Instead of coming into Harrisburg, I got into Philadelphia early in the morning and got about 2 hours sleep last night. I wanted to get here earlier and get excited for this day. We have been talking about this day for quite a while and wanted to make sure that we were here and ready to go.

    Mr. Haste: It is my pleasure, if we could ask Coach Boudreau and Doug Yingst to come forward to the table. Come up and have a seat. It's not a penalty box so you are okay. This has been a long day coming for us and hopefully it is a nice surprise for you. When we started to follow what was going on and when you were named "Coach of the Year", we wanted to try, in some small way, to recognize you as a Dauphin County resident and someone who has brought a lot of pride to this area and then shortly after we learned of Doug's award as well. We wanted to make this our Hershey Bear day in Dauphin County and recognize you folks. Again, in a very small way, to tell you how proud we are of not only the Hershey Bears organization and family, but what you two individuals have done for this organization and region. I was joking around, as most folks know I am a diehard Flyers Fan, but I'm an even bigger Hershey Bears Fan. It causes a real conflict. I felt odd at times to support the Caps and for you, but it was because of you and what you have done and the class act that you display, not only here in Hershey, but when you went down to D.C. and you just made phenomenal history with what you did with that organization. I guess I can say through all of that I'm truly a Bruce Boudreau fan, because of what you have been able to do and the style in which you have done it. I think a lot of folks and your colleagues could learn by the example you have set behind the bench. I'm very happy to be able to do this today.

    Proclamation

    We, the Dauphin County Board of Commissioners, are truly delighted to honor and congratulate the legendary coach Bruce Boudreau for not only rising to the challenge of assuming the Head Coach position for the Washington Capitals in the midst of the 2007-08 season, but also winning the Jack Adams Award as the National Hockey League's Coach of the Year;

    Whereas, with sheer determination and enthusiasm, Boudreau, who was named interim coach of the Capitals on November 22, and subsequently named Head Coach on December 26, guided the Washington team, who was last in the Eastern Conference in late November, to the Southeast Division championship; the team compiled an impressive record of 37-17-7 for the season, reaching 20 and 30 wins more rapidly than any coach in the team's history - a triumphant feat;

    Whereas, Boudreau also bears the enviable distinction of being the first coach in NHL history to lead his team from fourteenth place at midseason to a playoff berth, marking the tenth straight season of his coaching career that Boudreau has led a team to the playoffs;

    Whereas, Boudreau joins the esteemed ranks of former Hershey Bears head coaches Bryan Murray and Bill Barber in winning the Adams trophy and was also named Coach of the Year in the former International Hockey League in 1994, proving his mettle as a gifted and devoted team leader;

    Whereas, as the former Head Coach of the Hershey Bears, Boudreau guided the 2005-06 team to victory, clinching the Calder Cup and the 2006-07 team to the AHL's Eastern Conference championship; this much revered coach will be remembered in Hershey for his decisive, fervent style, for his strength of mind, and for bringing honor and recognition to the Hershey Bears and this very grateful and proud county of Dauphin;

    Therefore, we join the 253,300 residents of Dauphin County in hailing the much-admired, truly brilliant Bruce Boudreau as the NHL's Coach of the Year; we sincerely wish Boudreau continued success as Head Coach with the Washington Capitals and in his future personal and professional endeavors; we thank him most warmly for dedicating great years to the Hershey Bears, and on behalf of hockey fans everywhere, and, in honor of his extraordinary accomplishments, we do hereby proudly declare July 16, 2008 to be "Bruce Boudreau Day" in Dauphin County.

    Mr. DiFrancesco: Congratulations! It is an incredibly prideful day for us as well. I say that in a way that hopefully brings honor to you and your accomplishments. Jeff was talking about how much pride this community has when people from it rise up and do great things and how important the Bears are to their fans and everything. I can remember going off to Penn State talking about the Flyers and being thrown into this group of friends from Philadelphia and how they used to laugh at us, because we had the AHL team and they had the NHL. I said yes, but our fans don't boo their teams and abuse their teams. We actually love our teams and take great pride in our teams. There is a special love in this area for the Bears and for whomever the Bears happen to be affiliated within their lifetime. It is a very proud day for us to have you in here and be able to pay tribute to you and the accomplishments that you have been able to achieve.

    Mr. Boudreau and Mr. Yingst: Thank you.

    Mr. Hartwick: At least we could have put a Capitals jersey up here and put it behind Jeff's head. We sincerely appreciate that you are a Dauphin County resident. I don't know if a whole lot of folks are aware of that, but we are certainly proud that you are from our community and the great recognition that you have bestowed upon our community. Like everything sports defines everybody's unique character. Oftentimes when you are down and faced with adversity that really reveals your character the most. You have tackled that challenge and have shown great success and that really exemplifies what kind of leadership you have and how you coach. I know we have a star right here in our midst and we are honored to have you and you will get a get-out-of-jail-free card for the day.

    Mr. Boudreau: Give it to Louis.

    Mr. Hartwick: I want to make the statement to Louis right now that it is nontransferable. We want to thank you for all the great memories you brought the Bears and hopefully they are memories that will continue. Congratulations!

    Mr. Boudreau: Thank you very much. It's truly humbling when you hear those words and I appreciate it. As a resident of Dauphin County, I'm very proud of this and as a Coach of the Hershey Bears, which are my greatest moments in the 35 years that I have been in the business; it's also a great honor. If it wasn't for men like the gentleman beside me I wouldn't have been able to get the opportunity in Washington that I got. You always come back to your roots and I think I learned more as a coach and had more fun and enjoyment in this community than I think I have ever had before and that is why when everything is all said and done we plan to come back to this community. I appreciate this greatly.

    Mr. Boudreau: I always wanted to say this or I've thought of this. I can say here honestly that I have never used steroids. (Laughter and applause)

    Mr. Haste: As I said earlier when we started the planning of recognizing the coach today, as things went on, the Hershey Bears family was honored once again with the recognition of another outstanding leader in that organization. We added Doug to the Proclamations today.

    Proclamation

    We, the Dauphin County Board of Commissioners, are thrilled to honor Doug Yingst, long-time President and General Manager of the Hershey Bears, for his extraordinary leadership of the Bears hockey franchise, culminating in numerous professional awards, including the Thomas Ebright Award for his career contributions as General Manager in 2007-08 season, the American Hockey League's General Manager of the Year Award, and winning seasons and championships for Hershey;

    Whereas, since joining the Hershey Bears organization in 1982 as the Sales and Promotion Director, Yingst has guided the Bears to their second consecutive Eastern Conference Championship in 2007-08, and after forming a new National Hockey League partnership with the Washington Capitals, Hershey won the club's ninth Calder Cup championship in 2005-06;

    Whereas, in addition, Yingst led the Bears to an American Hockey League record of best overall point total in the 2006-07 season, an astounding 51 wins, the most in Bears' history, and a second straight appearance in the finals;

    Whereas, Yingst has distinguished himself as a legendary leader, winning the 2005-06 James H. Hendy Award for best executive in the AHL— only the fourth man in league history to win the award twice— and the 1988 Ken McKenzie Award for his work as Director of Public Relations for the Bears; as only the second AHL executive to clinch all three awards, Yingst has proved that he is indispensable to the Hershey franchise, its players and coaches, and this proud county of Dauphin;

    Whereas, as a graduate of Palmyra High School and Lebanon Valley College, this extraordinary all-around athlete is an active member and coaching director of USA Hockey, leading his Hershey Jr. Bears hockey team to the 2000 Quebec Cup in Quebec City, playing a critical role in his community and serving as an exceptional role model for his four sons & athletes and fans everywhere;

    Therefore, we join the 253,300 residents of Dauphin County in hailing Doug Yingst as this year's recipient of the prestigious Thomas Ebright Award and for 26 outstanding years with the Hershey Bears; we wish Yingst continued success as President and General Manager of the Bears franchise; we applaud his dedication to Hershey, his beloved sport of hockey and the community at large, and on behalf of hockey fans everywhere, and, in honor of his astonishing accomplishments, we do hereby congratulate and commend Doug Yingst on this 16th day of July, 2008.

    Mr. DiFrancesco: Again, I'm going to echo what I said earlier, but on a more personal note. The Bears franchise is incredibly important to this community. It is such a part of so many individuals and we are so proud of them and it is people like you who make that franchise successful. We really do appreciate everything that you do. Obviously it is one of the key assets to Central Pennsylvania. It amazes me every time I go over to a game the people who are just diehard fans. There is nothing that is going to happen outside of being over at that hockey arena when those games are taking place. In terms of quality of life and community pride, the Bears mean a lot to this community. Thank you very much and congratulations!

    Mr. Hartwick: Great arena, great fan base, great leadership, great organization and its going to stay in Hershey for a long time. Thank you for your leadership. I'll keep it brief, but don't think that the remarks aren't reflected with how much we appreciate all that you do. Thank you.

    Mr. Yingst: Thank you and it is an honor for me and the Hershey Bears hockey club to be here and to be recognized by Dauphin County. It is an extreme honor for me to be here with Bruce Boudreau, who for many years has been an acquaintance of mine and has become a close personal friend and winning the Calder Cup together, it is together forever. Some way we will be together forever when he comes back to Hershey to coach us. It is an honor for me to be here and for me Hershey is the NHL and I think Bruce would say the same thing. Thank you.

    Mr. Haste: For those who don't know, we were honored today with Louis Robitaille. He came in to join us. Many of you know Louis is the muscle of the Calder Cup team so he came here to provide some muscle today as well.

      1. IDA Plaque Presentation to Robin Zellers, Brad Forman and Bill Woolf

    Mr. Haste: We didn't have the opportunity to formally thank you for your service on the Dauphin County Industrial Development Authority so we wanted to take this opportunity today. Since the Proclamations are very similar, I won't read each one. I want to personally say thank you and I appreciate what you have done with the Industrial Development Authority. The history on the Authority was at times it worked and at times it didn't. Under your leadership the Authority took a new direction and did a lot of great projects and moved things forward and set us up to have a stellar Authority that can be in place to deal with the new sources of revenue coming through with the gaming. I don't think that if it hadn't been for the commitment that you made it would be in that position. We wanted to take this opportunity today to publicly and officially thank you and recognize you. You each have your day too. On July 17, 2008 in Dauphin County we declare it as Brad Forman Day in Dauphin County. July 18, 2008 would be known as Billy Woolf Day in Dauphin County. July 19, 2008 will be known as Robin Zellers Day in Dauphin County. You each will have your own day. We wanted to take this opportunity to say thank you on behalf of us and the community for the work that you have done.

    Proclamation

    We, the Dauphin County Board of Commissioners, are honored to applaud the leadership and vision of Bradley T. Forman, who has served with distinction as Chairman of the Dauphin County Industrial Development Authority (IDA) for the past four years and as a board member for 11 years;

    Whereas, since assuming the Chairmanship in 2005 until his retirement in 2008, this exceptionally dedicated leader has successfully executed program goals to develop partnerships with the state, the Capital Region Economic Development Corporation (CREDC), of which he has been a board member since 1989, local chambers of commerce, and numerous community organizations to make the county's case for being a major contender in the global marketplace in the 21st century;

    Whereas, as Senior Vice President - Wealth Management of Smith Barney and The Forman Group, Forman has been a leading financial advisor in Central Pennsylvania for more than two decades, and therefore his knowledge and financial expertise have been critical to the IDA's performance for a decade;

    Whereas, besides his significant contributions to the IDA, Forman has proven his mettle as a business and community leader, serving as a founding member of both Harrisburg University for Science and Technology and Whitaker Center for Science and the Arts, in addition to many charitable causes, such as serving as Chairman of the Smith Barney Harrisburg Mile for the last 25 years;

    Whereas, because of his dynamic energy, leadership and initiative, Forman has spearheaded a vibrant, skilled board to manage millions of dollars in new projects each year, such as Strawberry Square, International Place, High Pointe Commons, Hershey Christian School, the new WITF facility and Harrisburg Mall;

    Therefore, we join the 253,300 residents of Dauphin County in honoring Forman for his exemplary service and outstanding achievements, which launched a number of significant industrial, employment and rehabilitation projects during his Chairmanship of the Dauphin County IDA; we thank him for his time, efforts, leadership and public service; and in grateful recognition thereof, we do hereby proudly proclaim July 17, 2008 as "Bradley Forman Day" in Dauphin County.

    We, the Dauphin County Board of Commissioners, are pleased to honor Bill Woolf for his tireless efforts to enhance and streamline the financial operations of the Dauphin County Industrial Development Authority (IDA) as its Treasurer for the past four years;

    Whereas, during his tenure as Treasurer, Woolf worked meticulously to clarify the IDA financial reporting standards to simplify analysis of existing programs and identify new expansion opportunities while overseeing bond issues and board investments;

    Whereas, as a longstanding resident of Central Pennsylvania, a graduate of Susquehanna Township High School, The George Washington University and The Johns Hopkins University, and Vice President of Woolf Steel for nearly two decades, Woolf has served his community with impressive distinction;

    Whereas, besides his significant contributions to the IDA, Woolf generously donated his time and efforts on behalf of local charitable organizations, such as the Gittlen Cancer Institute and the United Jewish Community;

    Therefore, we join the 253,300 residents of Dauphin County in applauding Woolf for his committed, strategic leadership in the role of IDA Treasurer; we truly appreciate his hard work in advancing the board's financial reporting practices and long-range vision; and in grateful recognition thereof, we do hereby proudly proclaim July 18, 2008 as "Billy Woolf Day" in Dauphin County.

    Proclamation

    We, the Dauphin County Board of Commissioners, are extremely grateful for the opportunity to honor Robin Zellers for his invaluable knowledge in the real estate market and his guidance during his 11 years of service as Secretary of the Dauphin County Industrial Development Authority (IDA), and to thank him most graciously for his tremendous contributions on behalf of Dauphin County;

    Whereas, as the COO and Broker of Record for NAI CIR, Central Pennsylvania's oldest and largest commercial and industrial real estate brokerage firm, Zellers has successfully developed, leased, managed and sold retail, office and industrial buildings throughout the region and beyond;

    Whereas, without question, his strong insight into the global real estate market has contributed to the many successful industrial projects through the IDA, and with his unique ability to build and sustain relationships, Zellers continued to successfully develop projects for the IDA in addition to overseeing daily operations, transactions, sales, and business development of NAI CIR;

    Whereas, since beginning his real estate career in 1986 with Rouse and Associates, Zellers - a true visionary and self-starter - has emerged as one of the leading real estate experts in the region, serving as a three-term member of the NAI CIR Global Leadership Board, 2008 Chair of the NAI Global Strategic Planning Committee, and guest lecturer for the NAI University, Temple University and Shippensburg University, among many prestigious awards;

    Therefore, we join the 253,300 residents of Dauphin County in honoring Zellers for his outstanding service as the Secretary of the Dauphin County IDA; we wish him every success and happiness in his future endeavors; and in grateful recognition thereof, we do hereby proudly proclaim July 19, 2008 as "Robin Zellers Day" in Dauphin County.

    Mr. DiFrancesco: You guys know more than any that the people in the County generally don't understand the work that goes into all the good things that are happening. Today is the day that we can sit back and highlight all of your hard work and dedication to the people of this County, because a lot of good things happened while you guys sat on the Authority. I always like to stress that, because I know it takes a lot of work, a lot of heart and soul. You pour yourselves into it, because you want to do the best job you can for the people of this community. Oftentimes they don't know it. The plaques seem like it is such a small thing to thank you for your years of service, but it is an opportunity for us to highlight you and to say thank you. Your professionalism and the experience that you brought to the table truly improved this County. To that I will just add that any truly good establishment will see your day as an opportunity to at least give you free drinks or something. I just want to thank the three of you for your dedication on behalf of the citizens of Dauphin County.

    Mr. Hartwick: I move that lessons of the past have taught us that in order to assemble a Board we need to have individuals who have expertise and knowledge of issues that affect those boards. Brad is experienced in finance, Robin is experienced in real estate and Bill's experience has been a successful private business owner had lent a great deal of creditability to an authority of Dauphin County. Past history, some authorities in Dauphin County have not adequately been represented by individuals with professional knowledge and experience. Not asking the right questions, understanding the issues of public finance, economic development have led the General Authority to a position of making some significantly horrible real estate investments and moving an authority down a path that we obviously are still trying to recover from. That kind of experience and knowledge have served the citizens of Dauphin County very well and is quite frankly the reason why the IDA has moved out of the shadow of the General Authority and into a position of being a prominent leader in investments and really a credible place to do business here in Dauphin County. I want to thank all of you for your expertise and knowledge and restoring a reputation based upon your experience is greatly appreciated.

    PURCHASE ORDERS

    Mr. Baratucci: Nothing out of the ordinary in the Packet. There are a couple of small budget adjustments that have already been made. Are there any questions? (There was none.)

    Mr. DiFrancesco: Randy, there might be some people calling you. A lot of the vendors at the Expo Center have those joint purchasing things so they may be calling you. Tom will probably get the same amount of phone calls from the IT people.

    TRAINING PACKET

    It was moved by Mr. Hartwick and seconded by Mr. DiFrancesco that the Board approve Items 1 and 3 of the Training Packet; motion carried.

    ITEMS FOR DISCUSSION

    1. Approval of the Budget Amendments for the 2nd Quarter of the 2008 Budget and Final Budget Amendments for the 2007/08 Fiscal Year Budget.
    2. Request for Exoneration - Little Hollywood Mobile Home Court - Parcels #36-004-071-097-0142 (Stephen Moore) and #36-004-071-082-0124 (Kathy Rovak) - $553.16.
    3. Refund of 2007 Real Estate Taxes - Parcel #59-015-021 - Steelton Lodge #382 - $1,087.02.

    Mr. Haste: We have three items on the Agenda for discussion. Do any of them need to be discussed at this time? (There was none.)

    Mr. Tully: Everything should be ready for next week. I would be happy to answer any questions you have.

    Mr. Saylor: I have nothing unless there are questions of me.

    COMMISSIONERS' COMMENTS

    Mr. DiFrancesco: You all are probably wondering why I'm sitting here with my helmet. It is not because I thought the meeting was going to get out of control. Today is "Ride Your Bike to Work Day" in Dauphin County. It is actually a nationally recognized day to highlight the benefits to both the individual and community for riding primarily motorcycles, but we also had a couple people ride their bicycles in today. That certainly is good as well. During lunchtime they will have all the bikes from the County employees out in the back of the building. We are doing a little competition today to select your favorite bike. You can do so by voting with your wallet. The money raised will go to support the Sheriff's dogs. I do know they were experiencing some increases in food costs and stuff like that. Since that is all done by contributions we figured we would back the Sheriff's dogs and help them out a little bit. I encourage everyone to go and take a look because it is not just the motorcycles out there, the State Police have a stand set up and the Motorcycle Safety has a stand set up. It is just an opportunity for those that ride to get together and meet others and also an opportunity for those who don't currently ride with gas prices at $4.00 a gallon right now if you had an interest today is a good opportunity to get some information. That is why my helmet is sitting here. I had the opportunity to ride one in today, although it wasn't one that I own. It was awfully nice.
