    It was moved by Mr. Hartwick and seconded by Mr. Haste that the Board approve the April 9, 2008 Workshop Meeting Minutes; motion carried.

    EXECUTIVE SESSIONS HELD BETWEEN MEETINGS

    Mr. Saylor: We met twice in Executive Session. One on April 16th to discussion personnel matters, as well as litigation. The second one was held on April 23rd to discussion litigation.

      1. Proclamation - Central Dauphin Girls' Basketball Team

    Mr. Haste: It is my pleasure to start our celebration of Central Dauphin today. Most of you in the audience don't realize this, but we talked throughout the last couple months of the excellence of sports in Central Pennsylvania and particularly here in Dauphin County. All three of us have talked at different times of how proud that has made us and how it makes this community a better place. Commissioner DiFrancesco is not able to be with us today. He is actually involved with his church and dealing with a youth project today. He was not able to be here, but he asked that we say hello for him.

    I have been involved with high school sports at a different high school for quite a few years. I am a coach myself. Most of us know Commissioner Hartwick's legacy. We have talked since we have been a Board of Commissioners about how good our youth athletes are in Central Pennsylvania. Today is a celebration of that and we thank you for being able to bring that home for us.

    Proclamation

    We, the Dauphin County Board of Commissioners, are truly delighted to honor and congratulate the Central Dauphin High School's girls basketball team for overcoming injuries, challenges and formidable opponents with sheer determination, enthusiasm and talent to clinch the 2008 PIAA Class AAAA title, and for a longstanding history of outstanding athletic achievements;
    Whereas, the Rams team fought their way to a 56 to 49 victory against the Mt. Lebanon Blue Devils to win the school's first-ever state championship in basketball;

    Whereas, this gifted team will be remembered for this decisive victory, their strength of mind, and the honor and recognition they have brought to Central Dauphin High School and this very grateful and proud county of Dauphin;

    Whereas, leading the Rams team to a triumphant gold medal victory, Head Coach Bill Wolf guided his team with his composed, reverent style through a 28 - 7 season that culminated in a first- place finish, in addition to being named The Associated Press Class AAAA Coach of the Year for 2008; in the last three seasons, Central Dauphin compiled a 76 - 20 record under Coach Wolf's sterling leadership;

    Whereas, thanks in part to talented guards Alyssa Thomas and Tammy Singer, CD bounced back in the last half of the championship game, proving their mettle as both superior athletes and spirited team leaders; in victory, these exceptional young athletes greeted triumph with the essence of good sportsmanship, team unity and personal character, proving that they are truly winners in every sense of the word;

    Therefore, we join the 253,300 residents of Dauphin County in hailing the much-admired, first-time PIAA gold medalists in basketball; we wish the team continued success both on and off the court; we thank them for providing fans with not only the thrill of competition and the glimmer of trophies, but, more importantly, with enhanced unity, school pride and enduring hope; and, in honor of their 2008 state championship and many other extraordinary accomplishments, we do hereby proudly declare May 1, 2008 to be "Lady Rams Basketball Day" in Dauphin County.

    Mr. Haste: All three of us were at the game in different corners of the arena. It was exciting to watch you ladies come back and win that game when it sort of looked like it was going to slip away you turned it around. It was very impressive. Congratulations!

    Mr. Hartwick: I have twin daughters who play basketball. I can't get them to wrestle, but I finally have my son who will be on the mats very soon. My twin daughters play against boys in the summertime. They are active and are outstanding athletes in basketball. I know after they watched that CD game, they go to St. Catherine's right now, but we are in the Central Dauphin School District and I think it gave them some second thoughts about where they want to attend high school. It was between Trinity and McDevitt and now after watching CD Girls kick butt you certainly have put yourselves on the map as it relates to where these two little girls who are from Steelton want to attend. You guys showed great character and I guess the Rams over the Devils, I guess good really does prevail over evil. We certainly are proud of your accomplishments. I'm going to say this to some of the wrestling guys as well, but your character isn't defined, but it is revealed when you are done. Your character was clearly revealed in the comeback and triumph and the hard work and the teamwork and camaraderie and the faith and trust that you have shown in your teammates. Unlike wrestling you got to rely on five people out there on the court and your teammates and you guys certainly were outstanding. While you had some down times you certainly didn't allow that to deter the team from coming back to give great pride to our area. Yes, this green tie is in honor of Central Dauphin today. We are very proud of you. It is a champion year in Dauphin County from Steel-High basketball and football to Girls Swimming to Philip Davis winning the National championship in wrestling. Thank you for bringing great pride and recognition to Dauphin County and Central Pennsylvania.

    Mr. Wolf: On behalf of Central Dauphin High School and the team, we are honored to be here today. We certainly want to thank you for giving us this opportunity and for the recognition that you are giving us. Thank you very much.

      1. Proclamation - Central Dauphin Wrestling Team

    Mr. Hartwick: It gives me great honor to talk about a couple of guys that I happen to know relatively well. These are outstanding wrestlers. This Central Dauphin team brought an unbelievable amount of recognition and pride back to Central Pennsylvania as being the team to reckon with in the State of Pennsylvania. Being involved with wrestling for so many years, I don't ever remember it not being Northampton or Easton, somewhere from District 11 that was controlling State-wide wrestling. It may be somebody out from the Western part of the State that would enter in every once in awhile, but it was usually Lehigh Valley. Now, we can beat our chests to be proud that we are from CD when it comes to wrestling. Everybody knows where Central Pennsylvania is at. While we have some unbelievable great wrestlers here today, I'm going to give most of that credit to your coach. He is a guy who while we argue sometimes on the sidelines over close calls, you may not think that we have that much respect, because we are one in the same individual. He is somebody who has developed young kids, deals with adversarial situations. He cares about you guys in unbelievable ways that he is more like a father and a mentor. He is vested personally in everything that you do and it happened from the time that he beat my buddies when he was coaching Susquehanna Township to the way that he has developed such a high level of expectations for your own performance. The bottom line is a leader and a coach gets you to believe things beyond even what you think you can accomplish and Coach Sweigard sets those goals that are far beyond sometimes what you even think you can do and you guys have completely wowed us all for the last two years. I have been extremely impressed with not only Coach Sweigard but the entire staff. Not too many of us have the opportunity to have a wrestling room at our house, but with the Pepplemans that gives great opportunity to everybody in this area. It is not just CD kids that get a chance to become better at that facility, it is the entire region. To watch your character this year, which had a fair share of ups and downs, mostly ups, in your ability to win early season tournaments that no body thought that somebody from Central Pennsylvania could win. One of the best wrestlers that I think is going to be in the State next year, Ken Coles, Jr. Imagine if you guys had individuals who had been brought up in the CD system, you got Georgio, Coles and Nicholi, who were all part of that CD system. Unbelievable - a dream squad. That is all a credit to the hard work and the expectations and commitment that you make as a young guy to become a whole lot better in setting those goals. I know you guys are probably mad at me. I thought I called a pretty good match there. Coach Sweigard and I got into it a little bit, but nothing happens without a little bit of adversity. Walter, I want to point you out specifically, because I said this to your father a couple of times and I'm going to say it to you directly, in front of an audience, the way you responded after that match had truly given me great hope for kids everywhere. After the end of a very close match, if it was me I probably would have sat around and sulked and been angry, I watched you lift your head up and shake another guy's hand and lead the rest of your team out after they were devastated and being the first one to shake the other team's hands and show that leadership and get your butt right back to the next match. That shows unbelievable character. It shows what kind of person you and your team are based upon your Coach's leadership and your leadership in following that example and that is why you guys have had such an incredible year. Thank you for those memories for me. Without going on and on about this unbelievable team, I will read the Proclamation that we have prepared.

    Proclamation

    We, the Dauphin County Board of Commissioners, are thrilled to recognize the renowned Central Dauphin High School wrestling team for securing an astonishing second straight wrestling team title on March 8, 2008 at the PIAA Class AAA championship, including an individual gold medal by junior dynamo Marshall Peppelman;
    Whereas, since 2007, when Walter Peppelman clinched the PIAA Class AAA 135-pound wrestling championship and led his fellow wrestlers to the team's first state title — spurring successive state titles for the Rams — CD wrestling has blossomed into the athletic powerhouse that it is today, now the finest team in the state;

    Whereas, guiding his team to victory at 140 pounds, Marshall Peppelman fought his way to a first-place finish at the state championship match, just as his brother had done a year earlier; this unbelievably skilled, dedicated team unleashed its might and proved this nationally recognized program is nothing short of Number 1;

    Whereas, we sincerely commend these extraordinary athletes and the exemplary, skillful leadership of Head Coach Jeff Sweigard, for these athletes not only rose to the challenge but also maintained academic excellence and evident personal character;

    Therefore, we join the 253,300 residents of Dauphin County in wishing the legendary second-time PIAA team champions, and individual gold medalist Marshall Peppelman, continued success; we join Central Dauphin High in thanking these students for strengthening school pride, sowing community unity and providing a thrilling victory for fans to cherish for years to come; and in grateful recognition thereof, we do hereby proudly declare May 2, 2008 to be "Central Dauphin Wrestling - State Champions Day" in Dauphin County.

    Mr. Haste: I too would just like to say thank you to the team. I'm a wrestling fan as well and have wrestled in a school north and west of here. I know the sacrifice that you folks make and in addition to the coach and what you do there what you have done and the leadership that you get from the CD Youth Wrestling program, I think that is a good program. I know a number of guys who have come through that program. I think that is setting you up for some very successful years for many years to come. Congratulations to all of you.

    Mr. Hartwick: While wrestling may be an individual sport, we have an unbelievable team here and I know we mentioned the Pepplemans. Coach if you could get up and mention when you come up all the kids on the team that made this a special team. I want to make sure everybody gets recognition.

    Mr. Sweigard: First of all I would like to thank the Dauphin County Commissioners for having our young men here and recognizing their accomplishments. We look at them as not only fantastic athletes, but they are pretty good students as well. I would like to mention that before I leave here today. These 11 guys here are all district and state qualifiers. We actually have 32 on our team, but we decided to bring the 11 state and district qualifiers today and they have represented well Central Dauphin and Central Dauphin athletics. I do go way back with Mr. Hartwick. We had some words and probably will have some more over the next 10 or 20 years as long as he is officiating and I'm coaching. I have a lot of respect for George for what he does. I do mention his name and where he comes from. I have known him since he was about 14 or 15. He used to come over to Susquehanna and work out with us. He has come a long way. As much as we kind of battle, I think we are both very competitive and that is the reason we have those battles. As the ratings go, I still rank him as one of the top officials. I try to look at how he affects the overall match and what he does for our kids and we greatly appreciate that. He is well aware that the respect is mutual when it comes to off the mat.

    We have four seniors in this bunch. We are excited about next year. I would just like to let you know that they are all headed to college. Justin will be going to Penn State and wrestling at Penn State. Walter will be going to Harvard. Clayton will be headed to Kutztown University and Patrick will be heading to Lehigh. They will all be student athletes at those universities. The others are 10th and 11th grade. Thank you for having us and it was our pleasure.

      1. Proclamation - Norm Hendrie

    Mr. Hartwick: This Proclamation is a long time coming. We actually in Dauphin County are extremely fortunate to have an unbelievable volunteer base that helps support the activities of seniors throughout Dauphin County. Last year we did an analysis of what volunteers have saved the County taxpayers last year in providing senior services. If we just paid them minimum wage the actual volunteer hours that were put in would have cost the County taxpayers $1.4 million. The ability for seniors and volunteers, such as Mr. Hendrie, who we are going to honor today are essential to allow us not to have waiting lists for meals on wheels, in-home care and provide the quality of services and companionship directly to seniors who are in need of help in Dauphin County. We got 53,000 seniors in Dauphin County that makes up about 20% of our population and that is expected to grow. We are obviously going to need to think about how we provide senior services in the future and when we have individuals leading the way like Mr. Hendrie we know he is assisting in helping to prepare, through his leadership, additional volunteers and individuals who understand the commitment that is necessary in order to provide a better quality of life. I was originally supposed to honor Mr. Hendrie at an event that Ms. Pat Gadsden had and he was actually to receive the "Senior Heart Legend Award," that was given by Ms. Gadsden. There was a mix up in communication. We wanted to make sure that you received your proper honor and that it was done in a public meeting. You now have not just the day that you were recognized at Pat's event, but you now have another day in Dauphin County to enjoy.

    Proclamation

    We, the Dauphin County Board of Commissioners, are delighted to honor Norman R. Hendrie for his years of service to the Dauphin County community, and we welcome this opportunity to join with his many loving family members, friends, and colleagues in congratulating him as the 2008 recipient of the coveted Senior Heart Legend Award;

    Whereas, we hail Mr. Hendrie's selfless spirit, irrepressible charm and the enduring dedication he has demonstrated as an Apprise Insurance Counselor for the Dauphin County Area Agency on Aging, helping hundreds of senior citizens to navigate through the bewildering and often overwhelming maze that is the Medicare and Medicaid system;

    Whereas, today and every day, we gratefully acknowledge and give thanks for Norman's innumerable contributions as a volunteer, for he is truly a compassionate individual who always places the welfare of others before himself;

    Whereas, Norman has devoted several hours each week to providing support to older citizens experiencing significant life changes and struggles, earning their trust and forming meaningful friendships, even despite health challenges of his own;

    Whereas, as an active, dynamic volunteer, Norman has eagerly assisted the Area Agency on Aging and Jewish Family Services with educating seniors, ensuring that the offices are maintained, accompanying seniors when they shop, and, in some cases, even helping clients find a place to live, giving them not only shelter, but unwavering support;

    Therefore, we join the 253,300 residents of Dauphin County in honoring Norman Hendrie for his passion, commitment, and immeasurable contributions to senior citizens; we proudly pay tribute to him as the 2008 Senior Heart Legend Award winner for his years of volunteer service; and in grateful recognition thereof, we do hereby proudly proclaim April 30, 2008 as "Norman Hendrie Day" in Dauphin County

    Ms. Gadsden: I again would just like to congratulate Mr. Hendrie. When his information was submitted to us as a person to consider for the Second "Senior Heart Legend" Award winner, I was just truly impressed. I just wanted to know where he found time. He puts in an enormous number of hours. I regret that there was a mix-up and we weren't able to have you there on February 9th to receive it, but this is even a nicer venue. Thank you for all your hard work and thank you to the County for acknowledging and allowing him to be given this platform to be noticed.

    Mr. Hendrie: I would say that anytime that you can stand for your beliefs and help others I think it should be a big thing. I feel strongly about that. Thank you.

      1. Web-based Information Update

    Mr. Saylor: Commissioners, as Josiah comes up I want to note that this is his last day interning for us. He has done a great job. My only regret is that I didn't put more money into the intern budget. He has done his internship here at no charge. It has been for credit. He has only been able to give us Mondays and Wednesdays. Had I had more money in the budget to pay him we could have had him here more often and I think it would have been great. Regardless of what project we gave him from as mindless as redacting various documents to the project he is going to present to you today. He has done an excellent job as he prepares to leave us and graduate and enter the wonderful world of unemployment, I wish him a lot of luck.

    Mr. Frederick: I'm going to continue with the theme of volunteering. One of the projects that I worked on over the past couple months dealt with the volunteer opportunities here in the County, which there are plenty of them. Aging has by far the most, but there are many others that have volunteer opportunities. It is great for the community to be able to be involved in them. That is kind of where the problem arises. There was no central location for individuals of the community to go to find out information on a broad spectrum of volunteer opportunities that the County had. What I did was I went around and found out what opportunities each different department has and which ones have them. After collecting all that information, I worked with Justin Imes in IT and developed a couple web pages for the County Website. (He showed the website.) The main site will be navigated to from a link on the left hand side and also on the right. The first section is the advisory boards that the County has. The links weren't quite working earlier. He is in the process of making it live so I have them down at the bottom. Clicking on that advisory board link it brings you to a page where all of the different committees and advisory boards of the County are listed with contact information for individuals who are interested to contact and to become involved. If you click on the volunteer link on the first page it brings you up to a page that lists the different departments in the County who have volunteer opportunities. As more programs are started it can be added. I have it set up for people to contact. It can be sent to the IT Department to put on. If one looks at the different departments and decides to volunteer for example in Aging they can select Aging and it brings up the opportunities that the department has. If they want to be involved in Meals on Wheels there is a brief definition and the requirements and how many hours they would have to spend are listed. If they want to be involved, they can either click on Meals on Wheels or down at the bottom they can click the volunteer link and it brings up a form where they can fill out their name and select what program they want to be a part of. This form will be sent to the volunteer coordinator for the Aging Department, David Daniels and then he would be able to contact the person and they would be able to start volunteering right away. For each department there is a different individual that these are sent to. Hopefully this can get the community more involved in the multitude of volunteer opportunities that the County has. Do you have any questions?

    Mr. Haste: Excellent job.

    Mr. Hartwick: A lot of folks who come and do internships come and sort of hang out and depending upon where they are at do some copying or redacting. This is meaningful work that you have done. You can use this moving forward as some of the things that you were able to accomplish. This will make a difference for the citizens of Dauphin County.

    Mr. Yohe presented the following report:

    • April 25, 2008 transferred $15,670,451.50 to the Payables account and $1,726,144.06 to the Payroll account from the County's Concentration account for checks issued that week.

    Mr. Yohe: The second item is the budget amendments. As you are aware every quarter I present to you all the changes to the bottom line of all the County funds. They are highlighted in gray. I'm here to answer any questions. If not I would ask for your approval of the amendments.

    Mr. Hartwick: Is there anything that you would want to point out?

    Mr. Yohe: There is nothing outstanding. It is routine. There was one big one on the fiscal report. Since we brought Drug & Alcohol back, we did allocate from one big line their budget out. It was not an amendment. We already had the budget. We just spread it out into individual line items.

    REPORT FROM CHIEF CLERK/CHIEF OF STAFF - CHAD SAYLOR

    Mr. Saylor: I have one item. I would like to draw your attention to Item II on the Agenda, the tax collector review for calendar year 2007. As you know we have been going through some changes with regard to how we audit the tax collectors. We had a system where we randomly selected some tax collectors for audit. The recommendation from the audit committee was that we could do that auditing function internally through the Treasurer's and Controller's Offices. I'm pleased to report that our Treasurer and Controller worked together to produce this report. It is a review of all 40 municipal tax collectors' offices and it shows their closing transactions for the year. We expect to get this report on an annual basis. I think it will be very helpful going forward for the County. I just wanted to make sure you saw it. Unless there are questions of me, that is all I have.

    SOLICITOR'S REPORT - BILL TULLY, ESQ., SOLICITOR

    Mr. Tully: I have no changes to the report, but would be happy to answer any questions you might have. (There was none.)

    Mr. Hartwick: There are two items that I would like to make a couple comments on. Item A, the Training Packet, I would like to approve everything pending the additional review of Item #21. That is not going to get final approval until I review that request. The second item is to follow-up on some of Chad's comments. I emailed Chad about Item M, which is the Letter of Engagement from McKonly & Asbury to provide internal control assessment for the tax collectors. We are going to be doing a systems audit of the three areas that we have noted some concern. We are going to be proactive as the Controller and Treasurer have been and we are going to continue to try and recommend best practices and really get a handle on some of the issues related to the tax collectors and making sure publicly we define the best practices once we get an idea of how the systems come out and we understand their internal controls. I think you are going to see some very proactive recommendations coming from the Committee internally about better ways to more efficiently manage those taxpayer dollars. There are concerns. We are moving forwarding in being proactive in trying to define what the system's issues are. We are trying to recommend, including some software that the County will provide, better and more efficient ways to collect those tax payments.
