CALL TO ORDER
Mr. Haste, Chairman of the Board, called the meeting to order at 10:00 a.m.
MOMENT OF SILENCE
Everyone observed a moment of silence.

Everyone stood for the Pledge of Allegiance.
APPROVAL OF MINUTES
Mr. Haste: We have four sets of Meeting Minutes that we will take up at next week's Meeting.
PUBLIC PARTICIPATION
Mr. Haste: We are at the point in time in the meeting for public participation. Is there anyone in the audience that would like to address the Board at this time?
Mr. Sucec: I'm Michael Sucec. Last week Commissioners when I was here, which was the first time I was ever here there was a discussion on a Statewide Comprehensive Tobacco Control Program. If I understand it correctly, that is funded or it is a grant from the State.
Mr. Haste: We were putting in for a grant, but it hasn't been awarded yet. That is correct.
Mr. Sucec: The State gets the money from?
Mr. Hartwick: The settlement from the tobacco companies.
Mr. Sucec: I just want to voice my public opinion. I think the $7.5 million could be spent better otherwise other than to collect money from the tobacco companies only to try to turn against the tobacco companies by stopping people from smoking. I mean they don't listen to the Surgeon General or a lot of other examples of not smoking. $7.5 million I think our State is in debt if I'm correct on that. Correct me if I'm wrong.
Mr. Haste: This was a legislative action and a result of a Court settlement I believe. That is what was determined that these dollars would be used for.
Mr. Sucec: Is that a done deal at this point in time?
Mr. Haste: It was done a couple years ago.

Mr. Haste: Last week we had a long time member of our staff retire. This week we are honoring another long time County employee and his retirement. Ed, if you want to come forward. It's not the hot seat today.

Proclamation
We, the Dauphin County Board of Commissioners, take great pride and pleasure in joining the countless lifelong friends, family members and co-workers in congratulating Edward Chubb on his years of dedicated service to Dauphin County, and in wishing this gentle giant well as he embarks upon his richly deserved retirement after more than thirty years of exceptional public service;
Whereas, Ed has been a popular fixture in the County for decades, working with competence and commitment as the Director of the Parks and Recreation Department;
Whereas, throughout the years, Ed has been instrumental in the development and enhancement of our scenic and historic county parks, including Fort Hunter Park, Wiconisco Creek County Park, Lykens Glen Park and Wildwood Lake Sanctuary;
Whereas, he was also active in the Swatara Creek Greenway, Lykens Valley Rails-to-Trails, Pennsylvania Recreation, and Park Society where he was awarded the Fred M. Coombs Honor Award, The Distinguished Member Award, and a Presidential Citation;
Whereas, in retirement, Ed will undoubtedly continue to pursue his passion for the outdoors, enjoying bird watching, reading, traveling, hiking, biking, and running;
Therefore, we join the 253,300 residents of Dauphin County in applauding Ed Chubb on his many towering achievements as he leaves Dauphin County behind; we salute his exemplary devotion to personal excellence, professional achievement and public service; we wish him continued health, happiness and success in the years to come; and in grateful recognition of his noteworthy life, professionalism, and devotion to the preservation and enjoyment of nature, we do hereby proudly declare February 28, 2007 as "Ed Chubb Day" in Dauphin County.

Mr. Haste: Ed, I would just like to say thanks for everything you have done up there. Not only when I was Chief Clerk, but when I was the Susquehanna Recreation Board Chair, we worked together for the benefit of the parks. Not only did you look out for the County's best interest, but you are one who has helped many local governments along the way with it as well. Last week when I was talking to Bob Reichert and Bob is another fan of yours. Again, it is a neighboring Township of the Park and you have been very helpful in their program as well. My hats off to you and thank you.
Mr. DiFrancesco: First of all your passion for the job that you have been doing for decades, as it says, nobody can question where you heart is and how much you value and appreciate the environment and the quality of life here in Dauphin County. I think the thing that is most notable is you step off into retirement and whatever that means I think the highlight, one of the benefits and one of the real keystones in your career has been the fact that many other people in their retirement and many other families can enjoy a tremendous first class park system, because your hand has touched so many aspects. Never for a minute would you allow the issues of conservation and issues of parks and rec to go from the forefront of issues before this Board and past Boards and as you take time off and as you move on to other things as you are walking around Wildwood Park and other areas just know that the quality of life in Dauphin County has been improved greatly because of the touch of your hand. While I'm still upset with you for taking your tall treasure and moving to Susquehanna Township from Middletown, I wish you well in your retirement. We haven't had a basketball championship since he left town. Congratulations on your retirement and I wish you well.
Mr. Hartwick: I can only hope because you are a faithful patriot of Steelton that I can convince you to bring those tall kids to Steelton-Highspire. I actually got to know you in my brother's barbershop, which was a real unique way to get to know somebody far outside of business and I knew that you were passionate about a lot of things. Family being first, your job and obviously in there God would be first and then Dauphin County. There was never a time that I've talked to you that you were not extremely focused and passionate about the projects that you were facing. You took them on personally. I know you felt a personal commitment to your job and that showed in your efforts, your focus and your work ethic. You have a whole lot to be proud of and I know in Dauphin County, our quality of life has definitely been improved by your hard work, efforts and diligence. Thank you for the opportunity to work with you, to know you and hopefully I'll see you at the next haircut.
Mr. Chubb: Tomorrow.
Mr. Hartwick: I'll make sure I swing by.
Mr. Chubb: I appreciate your remarks and recognition individually and collectively in the form of the Proclamation. I can only say that I have worked with some great people and they have all helped really do this. I didn't do it alone. We have had some outstanding people that have done some great work and I benefited in a lot of ways by that. I appreciated being able to come back home and do my thing and I hope that we have tried to instill in the department that you get us on the phone and we are going to solve a problem or answer a question for you, we are not going to pass you off. Really, primarily, we have tried to improve the quality of life. It is all about trying to make Dauphin County and your home a better place. I hope I have done that and I think I'm leaving it in good hands and am looking forward to living here a while longer and seeing where things go. I won't be looking over any bodies' shoulder. Thank you very much.

Mr. Hartwick: It gives me a great honor also to present a Proclamation today to Master Il Hoi Kim, who has joined us today. You can come forward as well. I have three daughters in Karate. I know the value of the lessons that are taught in the martial arts from discipline, to respect, to understanding and appreciating your family, to all aspects of your life from your homework, all of those things need to be a part of what you do in order to even participate.

Proclamation
We, the Dauphin County Board of Commissioners, are honored to join discerning students, their families, and the instructors of Kim Studio of Tae Kwon Do in Harrisburg in honoring them as they celebrate a remarkable 33 years of offering excellent instruction and training in the art of Tae Kwon Do;
Whereas, Kim Studio of Tae Kwon Do has become synonymous with perseverance, self-discipline and self-control;
Whereas, Kim Studio of Tae Kwon Do exemplifies how Tae Kwon Do develops mental and physical discipline in order to improve one's body and spirit to develop and teach participants to develop a feeling of security through physical fitness, poise, and grace, and to engage in unarmed self-defense when needed;
Whereas, Grand Master Instructor Il Hoi Kim demonstrates the art of Tae Kwon Do with ease and expertise, holding the rank of 8th Degree Black Belt, coaching the U.S. National team in Seoul, and amassing many other credits to his name;
Whereas, persons of every age, race, and gender are urged to participate in this nationally recognized sport to learn ancient techniques, submissions, and unarmed defense tactics;
Therefore, we join the 253,300 residents of Dauphin County in honoring Kim Studio of Tae Kwon Do and their ongoing commitment to providing constructive opportunities for children and adults to partake in, so that they may better their futures; we thank them for the vital work they do; we congratulate them most warmly on their noteworthy 33 years of exemplary management and instruction; and in grateful recognition thereof, we do hereby proudly proclaim February 2007 as "Kim Studio of Tae Kwon Do" Month in Dauphin County.

Mr. Haste: I never had the pleasure of taking Karate, but I was a student of Judo from 1978 to 1981 and I know just in those three years that I took it that the discipline that George was referring to is immense and someone who has been able to do that for a lifetime my hat is off to you and I congratulate you. When this came up, when you think about Tae Kwon Do, you think of your studio. That just seems to go, as they talk in the advertising world you branded the market in this area. I think that is a legacy for you that you will leave behind for many, many years to come. Thank you.
Mr. DiFrancesco: Again, when I look at the honor that we bring to you today and I think about your career and your success I think about the many specifically young people that I know that have gone through various programs, your program or other programs and what that discipline has meant to their lives. Because, often when we sit up here and the things that we work on it's young people who have gone in the wrong direction and people who come through programs like yours tend to be more focused on going in the right direction. What you have done to change lives, to give people opportunity has been amazing through your career and that is why we stand here today very proud to recognize you in your career and thank you for being such a vital part of the Dauphin County community.
Mr. Haste: Mr. Robinson gave me some money last night to see if you would do a demonstration with George. (Laughter)

PERSONNEL
Ms. Sinner: Do you have any questions on the Salary Board requests?
Mr. Haste: The only thing is Richie put a note on here that there was no effective date for her.
Mr. Saylor: We need to get that worked out. Kay and I spoke about that we need to set a transition date for Richie and for Brenda.
Mr. Haste: We will need to have that before we take action.
Mr. Hartwick: I would be happy to answer any questions about the Aging position as well, if you have any.
Mr. DiFrancesco: What is the Aging situation?
Mr. Hartwick: We had two goals in mind with the transition in the Aging position. The first one is Shannon Vallier who actually does all our insurance work in Outreach. She is actually right now a Care Manager. She has performed several different supervisory positions to her job already and we actually had a real need for us in this process in light of the nursing home transition stuff, both getting people out of the home into their regular homes, as well as trying to manage what is happening out at Spring Creek. We had available from the nursing home transition dollars to create an additional position as a Care Manager. We need to create a Care Manager position, but in light of Shannon's responsibilities we submitted a reclassification with Civil Service to Administrative Officer to give her a promotion which vacates a Care Manager position, which will then be filled for the nursing home transition.
Ms. Sinner: Do you have any questions on any of the items in the Personnel Packet? There is also an Addendum and I would like to request a vote on Change #2 in the Addendum.
Mr. Hartwick: If I could just note, you have the retirements of two long time employees that we have also honored, Ann Crawford from Children and Youth and Ellie Myers of MH/MR. They have both been long standing great employees of Dauphin County.
It was moved by Mr. DiFrancesco and seconded by Mr. Hartwick that the Board approve Item #2 Personnel Changes in the Addendum Personnel Packet; motion carried.
Mr. Saylor: I would only note that there appear to be three new hires, all three of which are coming in outside the hiring window so I will investigate that further.
PURCHASE ORDERS
Mr. Baratucci: Commissioners, you should have all received your Purchase Order Packet yesterday. There is one item, I understand on Page 16 from the Human Services Office. They requested that you give approval for that today so that they can get those items ordered. It is the brochures and flyers for the R U Tired campaign. There was a request from them that you give approval for that today so they could actually place a verbal order and then confirm it with the purchase order next week.
It was moved by Mr. Hartwick and seconded by Mr. DiFrancesco that the Board approve Page 16 of the Purchase Order Packet; motion carried.
Mr. Baratucci: I have one more thing and that is a Blackberry request. This is for Edgar, the Facilities Maintenance Director and oversight Commissioner Haste did approve this. It is here for your consideration.
TRAINING PACKET
Mr. Haste: It looks like there are.
Mr. Saylor: There are three items that need to be approved.
Mr. Haste: It looks like five. It looks like 1, 2, 5, 6 and 16.
Mr. Saylor: The next meeting is the 7th and some of those are for the 9th. I can tell you that Items #1 and #2 appear to be funded through a grant and will not impact the General Fund. Item #16 there appears to be no cost to that one.
Mr. Haste: The timing of these, even the other two, it would be awkward if these would be denied next week.
Mr. Saylor: I would say that would be the director's problem for submitting them so late.
Mr. Hartwick: I just have a concern. I think I have approved a number of training requests. I just don't know why they are getting here late. Let me check into that before we approve.
Mr. Haste: Chad, are the numbers correct on Item #2?
Mr. DiFrancesco: Travel for four people $488 to Chicago. I would like to know where they got those rates.
Mr. Saylor: All I have is what you have in your packet along with the note that it is funded through a grant.
Mr. Hartwick: Why don't I just come back with some explanation of all of those issues.
Mr. Haste: That one needs to be approved. Items #1, #2 and #16 definitely need to be done. We can just do it contingent upon making sure that those numbers are correct.
It was moved by Mr. Hartwick and seconded by Mr. DiFrancesco that the Board approve Items #1, #2 and #16 of the Training Packet and that Mr. Hartwick will provide a summary to the Commissioners prior to next week's meeting; motion carried.
Mr. Saylor: In your packets, do you have all the back-up paperwork that I have?
(They do not.)
Mr. Saylor: When looking at the paperwork, this does not appear much more help except that it notes that it is $122 round trip airfare from Baltimore to Chicago.
Mr. DiFrancesco: That is great. I can't imagine that is a round trip price, but that is fantastic.
ITEMS FOR DISCUSSION
SOLICITOR'S REPORT - WILLIAM TULLY, ESQ.
Mr. Tully: No additions to the Report, but if there are any questions I would be happy to address them.
CHIEF CLERK'S REPORT - CHAD SAYLOR
Mr. Saylor: We had an Airport Authority meeting this morning and I did want to report to the Board an item of interest, I know in particular to Commissioner DiFrancesco, the old terminal. We have tentatively authorized the Acting Director to negotiate with NAI/CIR an agreement to help market the old terminal. They put together many ways to advertise the old terminal, the total cost is $8,500 and they may not spend that much, but they are going to market this thing nationally and internationally to try to cast as wide a net as possible to find someone that might be interested in using that terminal for us. Unless you have any questions of me that is all I have to report.
Mr. Haste: What is the thought in what they are going to try to put there?
Mr. Saylor: Just wide open. They are looking for somebody that might be interested in some kind of air travel related thing. We will have to see what we get back.
Mr. Haste: There are security issues as well, because of the location.
Mr. Saylor: There are all kinds of regulations. I thought they said that they might have somebody already expressing some interest in it, because they wanted that person excluded, if it pans out, they didn't want to have to pay a commission to NAI/CIR for that. Definitely there are those on the Board that are anxious to tear down the terminal and use the space for something different. Reality is in the current budget year we simply don't have the money to tear it down either. So, it is going to be there for a while. We have to try to find something for it.
COMMISSIONERS' COMMENTS
Mr. Hartwick: We finally set the dates for the R U Tired Campaigns. For the record we have selected the dates of March 15, March 28 and April 4. We will be getting information out about all of that as soon as possible.
The second thing is there is going to be a public meeting held at the Italian Club in Hershey to discuss the potential repercussions on issues surrounding the lay-offs at Hershey Foods on Saturday at 10:00 a.m.
