    MINUTES

    CALL TO ORDER

    Mr. DiFrancesco, Vice Chairman of the Board, called the meeting to order at 10:00 a.m.

    MOMENT OF SILENCE

    Everyone observed a moment of silence.

    PLEDGE OF ALLEGIANCE

    Everyone stood for the Pledge of Allegiance.

    APPROVAL OF MINUTES

    Mr. DiFrancesco: We have the May 4, 2005 Legislative Meeting and the May 11, 2005 Workshop Meeting minutes. Is there a motion to approve these two sets of minutes?

    Mr. Hartwick made the motion to approve the May 4, 2005 Legislative Meeting, and the May 11, 2005 Workshop Meeting Minutes. Mr. DiFrancesco seconded the motion. All were in favor. Motion carried.

    EXECUTIVE SESSIONS HELD BETWEEN MEETINGS

    Mr. Saylor: There was one Executive Session held on May 25, 2005 to discuss real estate and personnel matters and on May 27, 2005 to discuss personnel matters.

    PUBLIC PARTICIPATION

    Mr. DiFrancesco: We are at the point in time in the meeting for public participation. Is there anyone in the audience that would like to address the Board? (There was none.)

    SALARY BOARD

    (A full report of Salary Board minutes is on file in the Chief Clerk's office.)

    PERSONNEL

    Ms. Sinner: In your personnel packet I have one addendum which I just gave you this morning for an education incentive increase for a Children and Youth employee who just received her master's degree in Social Work. There are no other changes to the personnel packet that I presented last week.

    Mr. Hartwick made the motion to approve the Personnel Packet as amended. Mr. DiFrancesco seconded the motion. All were in favor. Motion carries.

    PURCHASE ORDERS

    Mr. Baratucci: On page three there is an add on and you also should have received a detailed email from Tom Guenther explaining this. The court reporters are upgrading their software on their transcription machine. They have had numerous problems with the machines. Information Technology has attempted to fix this in-house but felt that this is necessary. Tom and Carolyn are here if you have any questions. Other than that, the packet stands for your approval.

    Mr. Hartwick: Carolyn-Is this in your budget?

    Ms. Thompson: We have enough money saved with vacancies to pay for this.

    Mr. Hartwick made the motion to approve the Purchase Order packet. Mr. DiFrancesco seconded the motion. All were in favor. Motion carries.

    June 1, 2005

    • May 20, 2005 transferred $292,642.79 to the Payables account from the County's Concentration account for checks issued that week.
    • May 27, 2005 transferred $8,592,577.49 to the Payables account and $1,835,983.47 to the Payroll account from the County's Concentration account for checks issued that week.
    • Total Term Investments - N/A
    • Balance today in INVEST account $123,741.96 rate 2.91%
    • Balance today in Community Banks investment account $20,000,640.49 rate 3.150% (This rate is good through 6/30/05)
    • Balance today in Commerce Bank investment account $38,500,571.79 rate 3.235% (This rate equals today's 91-day T-Bill rate of 2.935% plus 30 basis points)

    $10M TRAN Line-of-Credit Status at PNC: No activity to date.

    Mr. DiFrancesco: I am a little troubled that the INVEST rate is higher than the Sovereign rate. Somebody should communicate this to Sovereign and see if they are still interested in the County's money. Unless something changed at INVEST.

    Mr. Hartwick: As the Fed's raise their rates, the INVEST rates normally go up as well. They are in the short term government bond pool. They are able to provide a better rate of return. I think that is precisely why we want the RFP to go out. That is going to be prepared in July and we are sending that out to five banks and selecting three for six months.

    Mr. Saylor: Greg, please ask Mike to provide us with a report on our vacancies variance. He needs to be aware that when he calculates the Courts, he needs to take that purchase order into account.

    Mr. Schneider: Ok.

    2. Notification from ARRO indicating their intent to submit an application to DEP for a Swatara Creek Rd/Newberry Rd. culvert improvement project, Londonderry Township, Dauphin County.
    3.
